The Highway Engineering Services (mid-division) is responsible for the delivery of a wide variety of specialized engineering and technical support services. These support services cover the delivery of programs (capital construction, maintenance, preservation, and general capital), and the stewardship of various transportation-related infrastructure assets. The mid-division is comprised of four branches (Highway Design, Traffic Engineering, Construction Support Services, and Property Services). The essential functions include the delivery of specialized operations and design services, the development of policies/processes/procedures/standards, and the enforcement of legislation with respect to the on-going protection and long-range development of infrastructure (and supporting assets) under the department’s mandate.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be currently registered as a Professional Engineer with appropriate scope of practice in Civil/Transportation engineering with the Association of Professional Engineers and Geoscientist Manitoba or be eligible for registration within 3 months. 
  • Must have a valid Class 5 Manitoba Driver’s licence. 
  • Must be able to travel overnight several times per year by land or air including to remote communities.


  • Extensive experience in the scope of practice in highway transportation engineering. 
  • Experience in transformation of strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems.
  • Experience providing leadership and direction in the design and implementation of policies, programs and standards.
  • Experience building relationships and principles of reconciliation with local communities and stakeholders, including Indigenous people. 
  • Experience providing management leadership with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future. 
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change. 
  • Strong political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong financial acumen with experience in budgeting and financial management.
  • Excellent verbal communication skills; demonstrated fluency, clarity, organization of thought processes; expresses ideas effectively; listens to understand.
  • Excellent written communication skills for preparing complex and significant advisory materials and submissions for a senior level audience. 


  • Extensive knowledge on various provincial and federal acts such as the Transportation Infrastructure Act, Highway Traffic Act, Water Resources Administration Act, Expropriation Act, Mines and Minerals Act, Municipal Act and Planning Act.

As a member of the department’s management team, the Executive Director of Highway Engineering Services is responsible to lead and manage the Highway Engineering Services mid-division of Transportation & Infrastructure’s Engineering & Technical Services Division (ETS), and to provide advice and support to the Assistant Deputy Minister of ETS, and to the Deputy Minister of Transportation & Infrastructure.
