The Employment and Income Assistance (EIA) program is a last resort program intended to meet the basic needs of eligible participants, encouraging access and participation in the workforce for employable participants. The program also meets the special needs of persons with a disability ensuring their inclusion in the community while respecting their independence.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Satisfactory Criminal Record Check (including Vulnerable Sector Search)
- Satisfactory Child Abuse and Adult Abuse registry checks
- Experience assessing and verifying applicant information to determine eligibility for a program or service
- Experience working with people from diverse backgrounds (persons with disabilities, persons who are financially and/or socially disadvantaged, newcomers, different cultures, etc.)
- Strong organizational skills, including the ability to prioritize tasks among competing demands while maintaining accuracy and attention to detail
- Strong interpersonal skills and the ability to work effectively with diverse program participants, staff and service providers
- Strong problem solving and conflict management skills
- Sound reasoning and judgment in disbursing public funds
- Ability to maintain client confidentiality, including knowledge of The Freedom of Information Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA)
- Experience interpreting, applying or explaining legislation, regulations or policies to others
- Experience using Microsoft Office applications, particularly Word, Excel and Outlook
- Clear and concise English verbal communication skills
- Effective English written communication skills
- Knowledge of various community programs and social services
The EIA Financial Worker functions as a member of a case management team responsible for providing Employment and Income Assistance program services. The incumbent communicates regularly with clients, agencies and other stakeholders by telephone, in writing or in person. The incumbent calculates, processes, and issues benefits in accordance with the Manitoba Assistance Act, Regulations and policies. The incumbent reviews, recommends, orders and/or authorizes expenditures for emergency, health and/or special needs and home & minor repairs submitted by clients. The incumbent enters electronic data for clients’ budgets, pays bills, maintains client confidentiality and performs other clerical duties as assigned.
