This is an exciting opportunity to join the new Integrated Planning Branch of the Department of Agriculture and Resource Development as the Manager of Indigenous Relations.

Qualifications:
Essential:

  • Post-secondary education in a related area of study such as Indigenous studies, political science, law, community development, natural resource management, environment, public administration or an equivalent combination of education and experience
  • Experience working with Indigenous, northern, and remote communities
  • Experience in policy and program development
  • Experience working with a variety of stakeholders to achieve partnerships that promote economic development
  • Experience leading teams including assigning work, setting priorities, and reporting progress
  • Experience working within the Crown Indigenous Duty to Consult Framework, including an understanding of Provincial, Federal, and Indigenous laws
  • Knowledge of Indigenous histories, cultures and perspectives and their importance for reconciliation
  • Experience working with municipal and federal government, and non-government organizations such as industry associations, stakeholder groups and/or academia
  • Knowledge of multi-dimensional aspects of land use & resource management including reconciling diverse communities’ needs, and related environmental, social and economic considerations
  • Strong verbal communication skills with the ability to negotiate and collaborate
  • Strong written communication skills with the ability to effectively articulate complex and/or sensitive issues in plain language, respecting a variety of viewpoints
  • Experience preparing authority seeking documents such as Cabinet Submissions, Treasury Board Submissions, Advisory Notes, and information for senior officials

Duties:
As the Manager of Indigenous Relations, you will lead a team of professionals that consider the way in which people and natural landscapes interact and oversee the development of projects, programs and initiatives related to strategies that enhance Indigenous participation and partnerships in the natural resource and agriculture sectors. Your leadership will bring together expertise and interests in land use planning, water management, bio-diversity conservation, natural heritage management, and the future sustainability of industries like agriculture, mining, eco-tourism, fisheries and forestry.

You will work closely with other Branches of government, other levels of government, including Federal, municipal and Indigenous governments, stakeholders, academia, industry, and communities on the development of sustainable resource management plans and special initiatives that promote reconciliation and participation of Indigenous peoples in the management and development of Manitoba’s natural resources.  You will also provide leadership to the Ministry’s Crown Indigenous Consultation process and engagement activities that support reconciliation and advancing Indigenous participation in the natural resource and agriculture economy in Manitoba.
