Reporting to the Director, Preparedness and Response, the Manager, Quality Assurance is responsible for the overall analysis, planning, development, implementation, and management of the quality assurance program for the branch.  This includes the evaluation of municipal/community level emergency preparedness plans and programs, the review of departmental business continuity plans,  emergency preparedness public outreach such as on-site audits, interviews and development of emergency management doctrine in Manitoba as coordinated by the Manitoba Emergency Measures Organization (EMO).

  • Must possess and maintain a valid Class 5 driver’s licence.


  • Post secondary education in emergency management or public administration or an equivalent combination of relevant education, training and experience may be considered.
  • Experience in emergency management (i.e. emergency or disaster response, operational planning and coordination, emergency operations centres, recovery planning).
  • Knowledge of emergency management theory and the Incident Command System.
  • Experience in managing and leading staff with the ability to influence and motivate.  
  • Effective interpersonal skills and the ability to develop and maintain strong working relationships with individuals at all levels.  
  • Experience in developing and implementing policies and procedures. 
  • Problem solving skills with the ability to conduct analysis and develop solutions for complex issues.
  • Effective verbal communication skills with experience in facilitating, presenting meetings and briefings to a wide variety of audiences including internal and external stakeholders. 
  • Effective written communication skills with experience preparing original analytical documents including research reports, discussion papers, briefing notes and policies. 
  • Political acumen and the ability to manage confidential and politically sensitive information in an appropriate manner. 
  • Organizational skills with the ability to work within tight deadlines in a high pressure, fast paced, change driven environment. 

The Manager, Quality Assurance serves as senior emergency policy advisor for the branch, leading and assisting other branches to ensure policy, training, operational plans, and response procedures are consistent with existing emergency management standards and doctrine, current best practices, the contemporary risk environment, and government priorities and policies. The position leads the analysis, planning, development, implementation, and management of quality assurance policies, protocols, activities, and programs. The quality assurance program establishes the common doctrine for participants in the Manitoba Emergency Management System at the provincial, municipal, non-governmental organization, and private sector stakeholder community level to align on best practices, recognized standards, and common requirements for an efficient and effective established emergency management program.
