The new Performance and Oversight Division of the Department of Health is seeking collaborative and versatile Performance Analysts (PM2) and Senior Performance Analysts (PM3) who are motivated by improving the quality, accessibility and efficiency of health care services in Manitoba. Positions are available in  the Accountability Management and Health Services Commissioning branches.

The Accountability Management Branch, leads and oversees the development and implementation of an accountability and performance management framework for the provincial health care system. The branch monitors, evaluates, and advises on the performance of the system, and manages levers that drive optimization and improvement.

The Health Services Commissioning Branch leads and oversees the department’s health services commissioning processes and accountability agreements with Service Delivery Organizations and other service providers to improve results and outcomes for Manitobans.

Conditions of Employment:

  • Post-secondary education with a degree in Public Administration, Business Administration,  Economics, Health Policy/Management, Political Science, or related discipline.  An equivalent combination of education, training and experience may be considered.
  • Experience in undertaking research and analysis using qualitative and quantitative methods in a public, non-profit, or private sector environment.
  • Experience developing and utilizing tools and methods to track the performance of projects, programs or organizations.
  • Experience in continuous improvement methods and their application.
  • Experience applying project management and business analysis methodologies.
  • Experience aligning strategic planning or business planning; with reporting evaluation and performance measurement.
  • Critical thinking skills to explore a full range of options, analyse problems and propose solutions and recommendations. 
  • Strong organizational skills to manage competing priorities and tasks. 
  • Ability to work independently with minimal supervision.
  • Strong interpersonal skills to establish and maintain cooperative working relationships with internal and external stakeholders.
  • Excellent written communication skills to express ideas in a clear, concise manner for a variety of audiences.
  • Strong verbal communication skills to present information clearly and articulately, and ensure understanding.
  • Policy related experience within a publicly-funded Health Care System.

The Senior Performance Analysts (PM3) will organize and conduct advanced qualitative and quantitative research, analysis and reporting, on a broad range of issues impacting the health care system. They are responsible for leading the ongoing development, implementation and evaluation of performance improvement and accountability management activities mandated to the branch. They are also the lead analysts for their assigned portfolios and work with the Performance Analysts.
The Performance Analysts (PM2) will conduct research, analysis and reporting on a range of issues impacting the health care system and contribute to the work on performance improvement and accountability management activities, in collaboration with the Senior Performance Analysts in the branch.
