Finance Policy and Legislation Division provides research and analysis to government with respect to national and provincial economic, fiscal and statistical matters; taxation policy and programs; and intergovernmental fiscal arrangements.  The division supports the minister, deputy minister and department on corporate and financial services, policy matters, issues management, legislation, regulation, and executive management strategic planning.

  • Must be able to travel within the province and nationally on occasion by air and ground transportation.


  • Post-secondary education degree in economics, statistics or related discipline with an emphasis on research methods in social sciences. Master’s degree is preferred.  An equivalent combination of education and experience may be considered.
  • Significant experience preparing economic, fiscal and policy analysis.  
  • Experience using quantitative analysis research methods, and ability to develop and apply complex models for forecasting.
  • Experience managing and coordinating projects.
  • Excellent interpersonal skills with the ability to work in a cooperative and collaborative manner with colleagues and a variety of stakeholders, both internal and external. 
  • Excellent written communication skills, including drafting documents for decision makers and correspondence.
  • Excellent verbal communication skills with the ability to develop and deliver presentations, and communicate complex information to various audiences. 


  • Base level knowledge of financial and accounting concepts.
  • Experience leading, and/or participating on, intergovernmental policy research committees.
  • Experience in analyzing, developing, reviewing and managing intergovernmental agreements/arrangements. 

The Senior Research Economist is the provincial technical specialist whose primary responsibility is providing analysis and advice related to federal provincial fiscal arrangements, with a particular emphasis on the major federal transfer programs. Among many other duties, the Senior Research Economist represents Manitoba’s interests on federal, provincial and territorial, and provincial/territorial Finance committees of officials. The Senior Research Economist is also responsible for monitoring major revenue payments from the federal government, including major federal transfer payments and tax collection agreement payments for personal income tax and corporation income tax, providing analyses of current federal transfer program developments, maintaining comprehensive data bases, and developing and running quantitative analytical models.
